This is a vintage Art Deco Mid Century Modern desk accessory designed to hold letters, memo's and envelopes.
It's a chrome metal coil mounted on a leather covered base. Probably used in the 1940's possibly 1950's.
I only wish I would have had this back when I worked in an office, its a beautul piece and it would have been a great conversation item.
